Committee
of November 28, 2001
Present: Romy Thiele, John Searle, Victoria Clinton, John
Kirk, Paddy Moran, Katharine Harer, Bess Chandler, Anne Nicholls, Karen
Olesen, Murielle Terri Rose, Dan Kaplan and guest, Harriet Tucker.
Absent: George Goth, (ill) and Joaquin Rivera (meeting
conflict)
The meeting began at 2:46 pm.
Minutes of Sept. 26th and Oct. 24th were approved with
corrections. The correct spelling of Richard Holober's last name, support
of Rosalie Mahoney for city council not school board and change the
word "man" to staffing of phone bank were corrections to the
Sept. 26th minutes.
Co-president report by Katharine Harer was on topic of
the Faculty Quality of Life Survey. Katharine stated the deadline has
been extended, remind faculty (part time and full time) to respond to
the survey on line or fill out a hard copy. The results of survey should
be available mid-Spring. There have been to date about 200 responses
from faculty. On another topic, Katharine mentioned that several scholarships
for high school seniors of AFT members are available, such as the Raul
Theilhet Scholarship, info. available at national and state websites.
Katharine announced the Sixtieth Convention of the California
Federation of Teachers would be held in Sacramento, Fri. Mar. 8th through
Sun. March 10th.
Harriet Tucker, Office Manager, for Local #1493 was honored
and recognized for her years of service. Dan Kaplan presented this Award
of Appreciation to Harriet on behalf of the local membership and Executive
Committee for her outstanding and conscientious service for these last
ten years, since Sept. 17, 1991, to be exact. Dan mentioned that our
local is fortunate to have the length of dedication and commitment to
service that Harriet has provided for us.
Negotiations status report given by Katharine Harer included
their ongoing discussion regarding definition of "parity"
for faculty (part time/full time) in relationship to salary increases
and current faculty responsibilities beyond the classroom. Our districts
portion of the 57 million dollars from the state for part time equity
is around $950,000. The free, state mediation service (facilitator),
Paul Roose, has been requested as well as a push for accelerated pace
of negotiations by adding more meeting dates once negotiations do get
underway. Executive committee members shared more issues and concerns
on the topic of "parity" between variety of adjunct faculty
service areas, i.e. Science, Art and Counseling.
Paddy Moran thanked everyone for supporting Campus Equity
Week, especially new faculty that staffed tables with information and
petitions. This is only the second year of this statewide activity and
each year brings more interest and involvement. Each campus shared unique
activities that took place. It was mentioned the popularity that free
food and/or candy makes at the petition tables!
Ideas for next year included encouraging part time faculty to donate
one hour during that week to work at the petition table as well as taking
more pictures
to start historical local record of the activity.
About 700 signatures were collected. These petitions are sent to Campus
Equity Week Central Coordinator and Legislative Analyst for California
Part-time Faculty Association, Chris Storer. He then sends them to the
Governor and Legislators.
John Searle announced and gave flyers to take to respective
campuses for College of San Mateo - AFT Social to be held at Jack's
Pizza on Friday, Dec. 7th.
John Kirk reported on three formal grievances. One grievance
currently at Level II from Cañada and two more recently filed
from CSM.
Shared Governance Council report given by Katharine Harer
and Dan Kaplan. Topic was electronic monitoring of our district e-mail
and the district renewal of contract with 4CNET, which is our internet
service provider. The concern is that 4CNET policy of electronic monitoring
is not in conformity with the rules and regulations of our District
Policy. Included in executive committee packet was the resolution submitted
by Kate Motoyama at the November 2001 Academic Senate State Fall Plenary
Session held in Cerritos, urging 4CNET to revise its acceptable use
policy.
Discussion took place regarding issues regarding formation
of faculty screening committees, district hiring practices and tenure
review and evaluation. Katharine Harer stated that she and Kate Montoyoma
are drafting a letter to Chancellor requesting reconstitution of Trust
Committee. The previous trust committee membership comprised equal representation
of administration, academic senate and AFT.
District Calendar Committee is working on mock calendar
for 15 weeks semester, with focus on whether or not our current facilities
can handle this schedule. A group of faculty from CSM visited Pierce
College. These D.C. committee members were positive for the most part
with some reservations. Skyline College did a survey regarding the calendar
change and the results were split 50-50 pro/con. Concern about this
calendar change impact on classified staff also mentioned.
Karen Olesen gave update report on Counseling Task Force
as shared by Sondra Saterfield, task force member. Task force has requested
extension on their Dec. 1st deadline into Spring 2002 semester. Sondra
had shared with interested Cañada counselors a letter submitted
to Joaquin written by CSM counselor Jackie Gamelin. In this letter Jackie
questions the validity of discussion paper and what data was used to
develop this paper as basis for the Side letter of agreement, which
created the "Counseling Task Force".
There was one campus report on the topic of formation
of faculty screening committees on the Cañada College campus.
The issues that have been discussed by faculty participating in the
academic senate meetings on this topic were reviewed.
