General Membership/Executive Committee Meeting
of September 14, 2005

 

 

Members Present: Dan Kaplan, Joaquin Rivera, Teeka James, Victoria Clinton, John Kirk, Kathleen Feinblum, Rick Hough, Eric Brenner, Karen Olesen, Yaping Li,

Meeting came to order at 2:25

 

Minutes of the May 15th meeting were approved.

 

A new and more streamlined version of the Work Plan was distributed.

 

NON-AGENDA ITEMS:

 

Demonstration against Arnold Schwartzenegger’s special election is happening today, September 13 at 5:30 in Hillsborough.                       

 

CO-PRESIDENT’S REPORT - Joaquin Rivera

 

Bond campaign: The weekly meeting for the bond campaign is held in San Mateo every Wednesday at 8:00 at the Interland Office Board. Dan Kaplan has volunteered to attend. The EC approved an official endorsement of the bond issue.

 

Negotiations: Katharine Harer and Joaquin Rivera met Bruce Hyde, new negotiator for the district.  On the table are salary benefits and one other item. The major issue is part-time office hours. They spoke to board members Richard Holober and Helen Houseman regarding PT office hours. Houseman is sympathetic; Holober who supported office hours in the past, agrees with the union stand but says that the AFT is not getting through to the board. Holober suggested  a meeting between the AFT and the Board to talk about the issue and hopefully make progress. Katharine Harer and Joaquin Rivera will also be meeting with Richard Holober regarding this issue. Negotiations should start in the middle of October.

 

CAMPUS REPORTS

 

Karen Olesen - Canada:  Presentation for the Governing Council needs to address the need for AFT chapter chairs. Yaping Li, Rick Hough, Teeka James and Victoria Clinton volunteered to make a chapter chair presentation to the Canada Governing Council on Oct 13.

 

Rick Hough- Skyline College: The Academic Senate approved $200 to subsidize the tickets for the race track social on Oct. 14. There will be  25 subsidized tickets available per school. The full amount for a ticket is $25. AFT has already put a down payment for the tickets.

 

Rick Hough and Chip Chandler will get the election campaign going via  email to coordinate people to attend the information tables.

 

Yaping Li and Teeka James - CSM: There was some concern among some teachers who were hired during the dot.com boom at a higher wage but whose pay has been frozen so other employees can catch up. This issue is now moot.

 

CSM Academic Senate will be voting on the ticket subsidies for the social at the racetrack.

 

OTHER BUSINESS

 

Great response from all three campuses on the AFT poster contest. There was discussion on what we want on the poster. The AFT logo, color of all three schools, and words like “unity” and  solidarity” should definitely be part of the design. Competitors can look at the AFT website for ideas.

 

We  need someone to serve as a representative to the Colish (WHAT’S THE NAME, GUYS?) Evaluation Guidance Committee. Teeka James and Yaping Li will go to the preliminary meeting.       

 

CSM chapter chairs are meeting to organize for the special election.

 

BUDGET - DAN KAPLAN

 

Eric Brenner is working on a brochure about dues restructuring. Once the brochure is out, we can discuss the campaign to raise union dues.

 

In a calculation of annual expenses projected for September 2005 to August 2006, the difference between projected income and projected expenses is (minus) - $52,431. The EC expenses have doubled, and we’ve tightened our belts as much as possible, even laying off a part-time secretary. Our dues are the most inequitable of any other community college in California because of the dues cap approved many years ago.

 

BUDGET AND FINANCE COMMITTEE

 

District borrowed $900 FTEs and is applying the FTEs  to this year’s enrollment. This year we are trying to make up for the $900, but our enrollment is flat.

 

District is taking over payroll, but the salary warrant needs to be available for inspection.

 

New phone system has been put in.

 

The biggest job this semester will be the inclusion of percentage figures on the Resource Allocation Model. The Resource Allocation Model will then be taken to the Shared Governance Committee in December.

 

Campus Chairs will meet to discuss what to do about the special elections. There may be forums and/or a voter registration drive. The important thing is to get the information out.

 

GRIEVANCE REPORT         

 

The CSM nursing instructor who was not given a class because she flunked two students who in turn filed a complaint, has filed a grievance.  The grievance is still at the Level 1 stage.

 

SAN MATEO LABOR COUNCIL ENDORSEMENTS FOR SMCCD BOARD OF TRUSTEES RACE - DAN KAPLAN

                                               

Labor council endorsed Helen Houseman and Richard Holober for the Board and Measure A.

 

DISTRICT SHARED GOVERNANCE COUNCIL had not  met yet.

 

Rick Hough will facilitate the next meeting.
